October 22, 2000Bishop Mansell and the Diocese of Buffalo host Bishop Kazimierz Gorny of Rzeszow, Poland
2001 January 2001The diocese launches the “Yes, I Am Catholic” program, developed by the Religious Education Committee of the Board of Catholic Education
September 7, 2001“WNY Catholic Weekly” debuts on WLOF-FM
2002 February 2002Leads opposition to a state proposal calling for the elimination of the 24-hour waiting period for marriage licenses
March 6, 2002Joins in the announcement of a $700,000 grant to the BISON Fund, which provides tuition assistance to low-income children in the city of Buffalo to attend a private school of their choice
June 13 – 15, 2002Attends the annual meeting of the United States Conference of Catholic Bishops in Dallas, Texas. The bishops approve the historic “Charter for the Protection of Children and Young People” and the “Essential Norms,” both dealing with the issue of sexual abuse in the Church
July 22 – 28, 2002Participates with 500 pilgrims from the Diocese of Buffalo in World Youth Day 2002 in Toronto, Ontario, Canada
December 2002Bishop Mansell names members of the Diocesan Review Board, created to assist the diocese in handling cases of sexual and physical abuse of minors by priests, deacons, and other diocesan personnel. The review board is called for in the USCCB Charter for the Protection of Children and Young People
December 19, 2002Observes the 40th anniversary of his ordination to the priesthood
2003 October 20, 2003Pope John Paul II names Bishop Mansell the new Archbishop of Hartford
December 18, 2003Installed as fourth Archbishop of the Archdiocese of Hartford
